[Modem/Router] Coda-4582u HW init process...

My modem went out earlier this morning and is currently sitting at "HW init: Process.." So it's not even able to find a signal. I've contacted Rogers, there's no area outage so they're sending a tech and told me to try replacing my modem because it's "bad". Does this mean my modem is bad or there's a problem with the signal? Unfortunately it's too late to go to a Rogers store and replace the modem so if I can avoid that then I'd like to. I'd also not like to wait until a tech comes to get service again.
