Paying for 1gbps and getting 100mbps! What is wrong with Rogers?

I am paying for 1gig internet, and I am getting 100-300mbps while doing a speedtest. I am connected with Ethernet wire direct, and this problem started happening a couple weeks back. Its funny, a rogers tech came yesterday, checked the lines and said everythings good, and the connection got WORSE after the tech visit! What can I do to get my original 1gig speeds back?
